Inflicts fear on nearby enemies; mechanics from : Fear effect with count=5 and time=6, stack type turn_flee, stackOrder 1. Base overlay power is set directly via power = 30 (lvlDepend=1).
 
Effect by level: Power: 30 → 30 (fixed base chance/effect strength value). magicLvl: 44 → 74 (#magicLvl table). MP consumption: mpInitialConsume 24 → 41, mpConsume 93 → 163 (#mpInitialConsume / #mpConsume tables).
 
Parameters: reuseDelay 20000 ms, cast 4000 ms, aura radius 200. The fear effect is triggered for 5 ticks of 6 seconds, meaning the total duration of control according to the effect is up to 30 seconds, unless removed earlier.
