Seal of Suspension is an active magic spell (DEBUFF / OP_ACTIVE), targeting the aura around the caster (TARGET_AURA, radius 200). Applies a debuff that increases the cooldown of the target's skills; mechanics from : mul mReuse ×3 and mul pReuse ×3 for 120 sec. (triples the cooldown of magical and physical skills), stackType=reuse_delay_up.
 
Effect by level: mReuse / pReuse: ×3 → ×3 (mul, fixed value, no table). magicLvl: 48 → 74 (#magicLvl table). Power: 60 → 60 (fixed base power/effect chance value). MP consumption: mpInitialConsume 13 → 21, mpConsume 52 → 82 (#mpInitialConsume / #mpConsume tables).
 
Parameters: reuseDelay 20000 ms, cast 4000 ms, aura radius 200. The debuff is mass-based around the caster, affecting both magical and physical skills.
 
Sharpening:

• Enchant Power: increases the effect strength/chance — Power 60 → 75 (table #ench1Power), magicLvl 76 → 85 (table #enchantMagicLvl).
• Enchant Cost: Decreases MP consumption - mpInitialConsume 20 → 13, mpConsume 81 → 53 (tables #ench2mpInitialConsume / #ench2MpConsume), magicLvl 76 → 85.
