Seal of Slow — active DEBUFF (OP_ACTIVE), target: aura around the caster (TARGET_AURA, radius 200). A magical area-of-effect debuff that reduces the movement speed of targets for 30 seconds; base chance of applying power=40, depends on level (lvlDepend=1).
 
Effect by level: Run Speed: ×0.7 (-30%) → ×0.5 (-50%) (see the #runSpd table). Mechanics forOps: mul runSpd (#runSpd table) — run speed multiplier; also, magicLvl increases: 35 → 74 (#magicLvl table). MP consumption increases by level: mpInitialConsume 9 → 21, mpConsume 36 → 82; cast time 4000 ms, cooldown 20000 ms.
 
Sharpening:

• Enchant1 Power - increases the chance of using power: 40 → 50 (table #enchant1Power) and increases magicLvl through #enchantMagicLvl.
• Enchant2 Cost - reduces mpConsume and mpInitialConsume (tables #ench2MpConsume / #ench2mpInitialConsume) + increases magicLvl via #enchantMagicLvl.
