Seal of Scourge is an active magic spell (DEBUFF / OP_ACTIVE) targeting the aura around the caster (TARGET_AURA). It applies a debuff that completely disables natural HP regeneration: the mechanics are mul regHp × 0 (regeneration reset) for 120 seconds. The effect functions as a negative status effect with stackType=hp_regen_down.
 
Effect by level: regHp: ×0 → ×0 (mul, fixed value val=0, no stat table). magicLvl: 40 → 74 (#magicLvl table). Power: 80 → 80 (fixed value of base chance/effect strength). MP consumption: mpInitialConsume 11 → 21, mpConsume 42 → 82 (#mpInitialConsume / #mpConsume tables).
 
Parameters: reuseDelay 20000 ms, cast 4000 ms, aura radius 200.
 
Sharpening:

• Enchant Power — increases the chance of applying an effect: Power 80 → 100 (table #ench1Power), magicLvl 76 → 85 (table #enchantMagicLvl).
• Enchant Cost — reduces MP consumption: mpInitialConsume 20 → 13, mpConsume 81 → 53 (tables #ench2mpInitialConsume / #ench2MpConsume), magicLvl 76 → 85.
