Your character has achieved incredible skill. When using any skill, there's a small chance to reuse the skill without a delay or to double its duration. The higher your INT, the higher the chance.
Description
Skill Mastery (ID 331) is a passive skill (BUFF / OP_PASSIVE), targeting self. Grants a constant chance to trigger the skillMastery parameter (the internal mechanics of "skill mastery"), without any additional conditions or effects in this XML.
Effect by levels: Skill Mastery: +2% (operation add to stat=skillMastery, value fixed val=”2″, no level tables – bonus does not increase).
Sharpening: none.
