Your character has achieved incredible heights in their craft. When using any skill, there's a small chance to reuse the skill without a delay or to double its duration. The higher your STR, the higher the chance.
Description
Skill Mastery (ID 330) is a passive skill (BUFF / OP_PASSIVE) that targets self. Grants a permanent base bonus to the chance of triggering the Skill Mastery mechanic, which allows skills to sometimes not go on cooldown or extend their effect.
Effect by level: Skill Mastery: +2% (add skillMastery = 2, fixed value, no level tables). The bonus does not scale with skill level and is applied permanently.
