Arrest skill

Arrest is an active control (ROOT / OP_ACTIVE) for one target. It applies a short root and simultaneously taunts the target towards the caster; it's used from a distance and is useful for disrupting movement and locking the target into focus.
 
Effect by level: MP consumption: 25 → 34 (see table by level). Power: 70 (fixed; base value). For-mechanics: TargetMe — forced aggro/target on the caster (noicon=1, no mul/add/sub/div). Root — immobilize for 8 sec (stackType root_physically, stackOrder=1; no mul/add/sub/div to stats). Magic Level: 55 → 74 (see table by level).
 
Parameters: cast range 150, effect radius 500, cast time 2.0 sec, cooldown 8 sec, lvlDepend=2, debuff isDebuff=true.
 
Sharpening:

• Enchant 1 (magicLvl): 76 → 85 (see enchantment table).
• Enchant 2: Power: 70 → 90 (see enchant table), magicLvl fixed at 74.
